A-G instructs Police: Include Cecilia Dapaah and husband in money laundering probe
The Police have been given a directive to expand their investigation into money laundering and financial crimes related to the house helps of former sanitation minister, Cecilia Abena Dapaah.
In a legal advice issued by the Attorney-General’s Office, it was deemed essential to include the former minister and her husband in the investigation to ascertain the source of the monies they reported as stolen from their home last year.
The nine-page advice, dated July 31, 2023, and addressed to the Director of Police Criminal Investigations Department (CID), requests that the sums of US$200,000 and 300,000 euros, allegedly stolen, be thoroughly investigated regarding their ownership and the source of the funds.
The advice provides a detailed account of the events leading to the reported theft as stated by the former minister and her husband, Daniel Osei Kuffuor, who are the complainants in the case. The advice also analyzes the police-prepared docket and the charges against the five accused persons, suggesting further investigations into the amount of money recovered.
The Attorney-General’s Office has instructed the decoupling and, in some instances, the complete dismissal of charges against certain accused individuals. Additionally, all charges against one particular accused person are requested to be dropped.
The concluding part of the A-G’s advice states: “We note that you are investigating the acquisition of various properties by the 1st and 2nd accused persons, which investigations border on money laundering.
“The advice given above implies that you should expand the investigations on money laundering and other financial crimes to cover the complainants in order to establish the matters raised above. This is in light of the significant amount of cash reported by the complainants to have been stolen from their home.
“It is also noted that Cecilia Abena Dapaah, until recently, held a high-level public official position, while her husband, Daniel Osei Kuffuor, indicated his profession as an architect in his statement to the Police.
“Your investigation into these matters is necessary to enable the Attorney-General to make a comprehensive decision on the case.
“We advise that you adhere to the directives on further investigations in this advice and submit the outcome of your investigations to this office.”
